What are the new Formula 1 rules for qualification?

I want to know about the new classification rule, in F1.

2 / 8 finals. Only the top 10 cars entered the final phase. It all depends on the times in that session. The car that was stopped in the first 2 sessions are placed according to their times in their respective sessions where shot down. It is not clear, check out the links below.
